Emergency Operations:Develop operations design, command, and workflow toolkit for use with tribes, urban indian organizations, and tribal serving organizations. This toolkit will focus on how to better deal with emergencies like coronavirus and be built using what was learned during this outbreak. It will specifically address the challenges and intricacies of tribal sovereignty and culture when dealing with an emergency like this. Create an access point, SPTHB to maintain a ready stockpile and pipeline for supplies for tribes? emergency access needs, develop procurement structure for tribes with multiple vendor lists to better facilitate backorder situations, coordinate PPE needs checklist to facilitate tribal needs at a time of crisis. Develop a system for storage and capacity review for keeping supplies . This will be a partnership with SPTHB, tribes, vendors, and state/local health departments.Assist tribes in developing plans for flex staffing schedules, staff matrix reviews, job details, and up/down size scaling for crisis management. This will also be a partnership between the SPTHB and area Tribes.Health Information and Technology:Provide education, resources, and information to support tribal needs in telehealth. This would include provisions of ipads and/ like monitoring/receiving connectivity hardware to complete telehealth circuits. Surveillance and Epidemiology:SPTHB will build capacity and maintain a team of staff who are proficient in contact tracing and will offer these services to Tribes, IHS, and state/county/local health departments as needed. There is currently a shortage of contact tracers in our area and even fewer dedicated to tribal needs, we propose to fill this need.Laboratory Capacity:Provide connectivity, what services are available, how to use services, define location information, hours of operation and policies and procedures for being a patient or being with a patient, capture and provide messaging to tribal commun
ities. Will also assist with support messaging, survey follow-up, and assist with procurement of supplies as requested.Communications: Production and publishing of coronavirus and COVID-19 related information, best practices, resources, and guidance on the SPTHB website, social media, and hardcopy.Countermeasures:SPTHB to provide, assist and support new policy and procedure development for tribes to address new emergency preparedness efforts, to address increased/improved prevention techniques, to address tribal response for exposure in multiple situations, to define and expand needs for isolation resource planning, and/or quarantine modeling for extreme exposure. Will work with tribes in area to address and prepare proper continuum of care and health systems coordination across triage, staffing surge, emergency service response and planning for catastrophic flex in COVID positive transition across tribal communities, and to help register and define dissemination of duties in emergency situations., Recovery:Conduct an after action study among tribes in the southern plains area to develop improvement plans. This will primarily target tribes and ask for details regarding what worked, didn?t work, what they would have liked to have in place prior, and next steps to building capacity and readiness for the future.Develop instruments and template for supplies inventory, PPE stock on hand, readiness checklist for tribes to stay current in PPE on hand supplies.Develop cost tracking system for all tribal procurement activities, resources consumed and replenishment schedules.Develop and provide educational resources and materials for guidance recommendations regarding tribal and cultural ceremonies with safety and prevention of COVID spread or transmission.
