Supporting Tribal Capacity in Coronavirus Preparedness and Response - 2020 - APPROACH The Confederated Tribe of Colville Indians has developed a comprehensive strategy, described below, that will allow its Substance Use Disorder/Serious Mental Illness (SUD/SMI) patients to be seen in a telehealth environment despite the lack of Wi-Fi across the Colville Reservation. Given the requirements to carry out the plan to provide adequate coverage for CTCR’s SUD/SMI patients, and the likely financial limits on funding available through the CDC-RFA-OT20-2004, CTCR’s Health and Human Services will pursue a braided funding model, leveraging the balance of funds required (approximately $300,000) from the HRSA Rural Covid-19 Tribal Response Program funding opportunity (HRSA 20-135). Purpose The overarching purpose of this response to Notification of Funding Opportunity is to secure funding to address Communications, Countermeasures and Mitigation, and Recovery Activities as they directly affect the Confederated Tribes of the Colville Reservation’s behavioral health clinic. The Confederated Tribe of Colville Indians has developed a comprehensive strategy, described below, that will allow its SUD/SMI patients to be seen in a telehealth environment despite the lack of Wi-Fi across the Colville Reservation. Specifically, HHS seeks funding to: Develop and implement a comprehensive plan of evidence-based mental health and/or substance use disorder treatment services for individuals impacted by the COVID-19 pandemic. Screen and assess clients for the presence of mental and substance use disorders and/or co-occurring disorders, and develop appropriate treatment approaches. Provide evidence-based and population appropriate treatment services. Provide recovery support services which will improve access to, and retention in services. Develop and implement crisis mental health services, including 24-hour mobile crisis teams, emergency crisis intervention services including psychiatric/medical assessment and where indicated, medication administration, and crisis stabilization. Utilize third party reimbursements and other revenue realized from the provision of services and facilitate the health insurance application and enrollment process for eligible uninsured clients.
