The Tunica-Biloxi Tribe of Louisiana seeks funding under CDC's Supporting Tribal Public Health Capacity in Coronavirus Preparedness and Response program to mitigate the spread of COVID-19. The purpose of this program is to increase awareness, education, and access to treatment and prevention services for COVID-19. This will include the coordination of a tribal government wide emergency public health resources along with additional resources for partner organization to contain the spread of COVID-19. Funding Requested: $69,875.00 / Target Population: Tunica-Biloxi Tribal Families and surrounding local communityProject Goals:1. Develop and enhance emergency operations and coordination among tribal government departments to increase pandemic response operations. The Tunica-Biloxi Health Department will coordinate Tunica-Biloxi Emergency Management team including members from the Tribal Police, Social Services, Education, and Housing Departments to ensure tribal members most at-risk from COVID-19 have access to wrap-around services for screening, treatment, and prevention services related to COVID-19. 2. Enhance and increase usage of I.H.S. Resource Patient Management System (RPMS) including the usage of additional modules to accommodate COVID-19 data gathering/surveillance and reporting on the Tunica-Biloxi tribal population. This system will capture information such as tribal members screened for COVID-19, tribal members receiving treatment for COVID-19, tribal COVID-19 demographics such as income, and other data related to the COVID-19 pandemic. In addition, Tunica-Biloxi Health Department staff will use RPMS to assist in reporting of COVID-19 data with partner organizations such as Louisiana Department of Health. 3. The Tunica-Biloxi Tribe will collaborate with the United Southeastern Tribes epidemiology center to increase case identification, management and risk assessment of travelers and others with potential COVID19 exposure. Many Tunic a-Biloxi tribal members are employed at the tribally owned Paragon Casino and Resort and other local business enterprises with high rates of contact with the general public. In addition, many tribal government employees are at risk of contracting COVID-19 due to contact with tribal members when delivering much needed social and economic services.4. Increase Tunica-Biloxi Health Department COVID-19 laboratory capacity through the acquisition of screening supplies for COVID-19 in coordination with Indian Health Services and insurance providers. 5. Increase communications activities to educate tribal members on current COVID-19 guidance, public health notifications, and safety guidance. By having and maintaining a robust outreach and awareness program, tribal members will be made aware of all of the services that are available to them for COVID-19. Outreach will be conducted using several methods: 1) Outreach workshops to be held at monthly online tribal meetings; 2) Deployment of outreach materials such as brochures, displays, and signage; and 3) Marketing on Social Media such as Facebook and Twitter. Social media has proven an effective communication format for tribal members especially tribal youth for disseminating information related to COVID-19. 6. The Tunica-Biloxi Health Department countermeasures and mitigation will include focus on the shipping and procurement of supplies and equipment to protect tribal members from COVID-19. This will include the delivery of personal protect equipment such as masks, gloves, and cleaning supplies. 7. The Tunica-Biloxi Health Department will implement recovery activities including assessment of COVID-19 prevention activities through effective program evaluation. This will include after-action interviews and surveys of emergency staff and tribal membership. The results of the surveys and interviews will be included in the Health Emergency Plan for future public health emergencies.
