Laboratories and blood banks provide critical services that support the responsibility of public health programs to ensure health security. A national public health institute’s capability to prevent, detect, respond, and recover from emerging and re-emerging infectious disease outbreaks requires an integrated network of human resources, quality-assured processes, tools, and data management practices that ensure timely and accurate laboratory diagnoses, robust infection prevention and control (IPC), and access to critical blood and blood products. The 2014-2016 Ebola outbreak is one example that devastated the Republic of Liberia’s public health capabilities, leaving the system with several vulnerabilities despite continued collaborations between international partners and in-country stakeholders. In response to Liberia’s need for stronger health security through robust laboratory testing capacity, improved IPC, and reliable blood services, the American Society for Microbiology (ASM) and its partners—MRIGlobal and Linda S. Barnes Consulting (LBC)—propose a comprehensive, stepwise approach to delivering technical assistance that strengthens the public health network at nine sites across Liberia. This project aims to strengthen local capacity and infrastructure in collaboration with local and regional organizations and partners. Across three strategic areas – laboratory strengthening, robust IPC, and enhanced access to blood transfusion services - the project starts with establishing a cadre of local public health laboratory leaders capable of independently training colleagues on critical technical skills, assessments, program management, and risk-mitigation. Needs assessments across all three strategies will inform the goals, design, and implementation of these and other activities, all of which will be monitored within ASM’s Achieving Laboratory Self-Sufficiency Achieving Laboratory customized framework. The project also aims to facilitate the transition activities of Liberia’s National Public Health Reference Laboratory (NPHRL), assist with site-targeted implementation of national IPC protocols, and provide training and tools for the National Blood Services and Transfusion Program to manage supplies and increase donor recruitment and retention. This project is designed to satisfy three long-term outcomes: (1) increasing the number of trained laboratory teams at nine critical sites across Liberia capable of providing quality-assured diagnostic testing on a pathway towards accreditation; (2) increasing coordination of IPC activities across all target sites that are integrated with national-level objectives and NPHRL goals; and (3) increasing quality management of safe blood services across the country. By focusing on these outcomes, the project team will contribute to making significant strides towards achieving sustainable, country-owned public health capacity to prevent, detect, respond to, and protect the population from future health security threats.
