Project Abstract Summary Franklin County Public Health (FCPH) proposes to work with various partners to expand data surveillance related to opioid use disorder and use the data to improve a series of prevention efforts for populations at risk of overdose and unintentional overdose death. The OD2A grant will enable our team to achieve significant progress relative to our purpose: improve the health of our communities by preventing disease, promoting healthy living and protecting against public health threats through education, policies and partnerships. In the area of surveillance, we propose innovate connecting de-identified health information to local opioid-related surveillance data sets. Additionally, we will link a series of data sets which are used in silos today in order to better identify risk factors and social determinants of health information for individuals who are opioid addicted. These enhanced surveillance tools will enable us to better coordinate our community’s rapid response to spikes in overdoses or overdose-related deaths. Using prevention funds from the OD2A grant, we propose to do the following: • Integrate PDMP prescribing data with a large regional health information exchange; • Support local hospitals’ peer review quality improvement processes for opioid prescriptions and enhance Federally Qualified Health Centers’ (FQHCs) use of OARRS; • Increase existing overdose fatality review efforts and collaborate among Ohio’s three largest county health departments; • Increase linkage services for FQHC clients, justice-involved populations, and victims of sexual trafficking and commercial exploitation; • Increase standardization of local emergency department protocols for opioid-related overdose; • Expand mobile crisis response for individuals with opioid use disorder; • Effectively communicate prevention and outreach messaging to specific populations; • Improve multi-system youth service coordination and incorporate school-based data into public health planning. By implementing the strategies, we expect to realize the following outcomes: • Establish a coalition for the provision of epidemiologic oversite and data sharing by creating a surveillance system that links EMS and law enforcement overdose data with ED and other social service data systems to identify risk factors and SDOH for individuals experiencing drug use and/or overdose through a real-time data surveillance of linkage to care by connecting de-identified health information to local opioid related surveillance, linking overdose data with risk/protective factor data, and other health outcomes, provide training and support where identified; • Create an integrated addiction prevention and education system in Franklin County that provides a continuum of services that targets the most at-risk individuals through linking drug overdose databases with data on overdose risk or protective factors or other social service/child welfare and school-based data using personal identifiers or probabilistic matching. • Expand Peer Support Specialist programs; develop a Street Outreach Peer Support Specialist Program for individuals that are sex trafficked; create a Jail Diversion program for offenders that are addicted; and provide continuous education and training with hospital staff and local providers.
