Ohio Overdose Data to Action - The Ohio Department of Health’s (ODH) Violence and Injury Prevention Section (VIPS) and Violence and Injury Epidemiology and Surveillance Section (VIESS) are the lead applicants on this proposal. The purpose of this application is twofold: first to collect timely, high-quality surveillance data on fatal and nonfatal unintentional drug overdose. Second is to utilize surveillance and monitoring at the state and local levels to identify, focus, and implement evidence-based prevention strategies to immediately reduce overdose morbidity and mortality. Prevention strategies are inclusive of development and implementation of enhanced systems to better care for people with SUD; and implementation of regional prevention and linkages to care hubs to deploy health navigators in critical settings while prioritizing available local, state, and federal resources. Long-term outcomes for this project include reducing the following: Prevalence of opioid use disorder (heroin abuse or dependence or prescription pain reliever abuse or dependence within the last year); Prevalence of opioid misuse (heroin use or prescription pain reliever misuse within the past year); Rate of unintentional drug overdose death per 100,000 population; Rate of unintentional overdose deaths involving opioids per 100,000 population; Rate of unintentional overdose deaths involving commonly prescribed opioids per 100,000 population (T40.2); Rate of unintentional overdose deaths involving fentanyl per 100,000; Rate of unintentional overdose deaths involving cocaine per 100,000; Rate of unintentional drug overdose deaths involving psychostimulants per 100,000 population; Rate of unintentional drug overdose deaths by race/ethnicity for Black Non-Hispanic, White Non-Hispanic, and Hispanic; Rate of unintentional drug overdose deaths by sex and race/ethnicity for Black Non-Hispanic Females, Black Non-Hispanic Males, White Non-Hispanic Females, White Non-Hispanic Males, Hispanic Females, and Hispanic Males; Rate of ED drug overdose visits per 100,000 population; Rate of ED opioid-involved drug overdose visits per 100,000 population; Rate of ED opioid abuse and/or dependence visits per 100,000 population; Rate of ED stimulant-involved drug overdose visits per 100,000 population; Rate of ED stimulant abuse and/or dependence visits per 100,000 population; Rate of ED opioid and stimulant abuse and/or dependence visits per 100,000 population; Rate of ED suspected drug overdose visits per 10,000; Rate of ED suspected drug overdose visits per 10,000 by sex. Additional short term and intermediate outcomes will also be tracked throughout the project period. Surveillance strategies include to achieve these outcomes include: collection and analysis of high quality, comprehensive, and timely data on overdose morbidity and mortality to inform prevention strategies. Prevention strategies to achieve these outcomes include: implementation of five regional prevention and linkages hubs to link high risk people to services from health, harm reduction, public safety and community-based settings; strengthening public health and public safety relationship; provision of naloxone integrated throughout all prevention strategies and direct outreach to underserviced minority and rural communities to increase access to harm reduction services; and increasing alignment through convening state and local partners through the Ohio Overdose Prevention Network.
