Maryland Overdose to Action - States - The purpose of this application is to enhance Maryland’s ability to track and prevent non-fatal and fatal overdoses and identify emerging drug threats. MDH’s OD2A-S program unites the various surveillance and prevention activities across that state to address one of Maryland’s most important public health challenges. The MDH OD2A-S program will maintain a robust statewide surveillance infrastructure, comprised of multiple data systems, including the Drug Overdose Surveillance and Epidemiology (DOSE) and State Unintentional Drug Overdose Reporting System (SUDORS), to strengthen State and local prevention strategy implementation via data-informed approaches and improved feedback loops including key local partners and people with lived experience. MDH will engage key collaborators to achieve collective impact by reducing barriers and aligning and directing resources to communities most impacted by overdose morbidity and mortality, and by collaborating with local health departments and community-based organizations directly serving people at risk of overdose throughout Maryland's 24 jurisdictions. MDH will invest in culturally-relevant overdose outreach education for navigators, drug checking services, telehealth to improve access to medications for opioid use disorder and navigator services, integration of harm reduction into linkage to care protocols, and improving health system capacity for linking people at risk of overdose to evidence-based care and harm reduction services.
