CDC-RFA-TU24-0142 Regional Centers for Public Health Preparedness and Response, Region 9 - The University of California, San Francisco (UCSF) proposes to build a Region IX Center for Preparedness and Response for Emergencies in Public Health (RIX-PREP). RIX-PREP partners include the Public Health Institute, the Fielding School of Public Health at the University of California, Los Angeles, the Thompson School of Social Work & Public Health at the University of Hawai’i at Mānoa, and the School of Public Health at the University of Nevada, Reno. RIX-PREP will take a comprehensive all-hazards approach to filling evidence gaps and needs in public health practice, which will involve comprehensive planning and collaboration across multiple sectors to develop and implement evidence-based strategies and interventions (EBSI) to address a wide range of potential threats to public health. Through an iterative approach, we will continually evaluate the effectiveness of RIX-PREP preparedness and response activities through performance metrics, outcome measures, and stakeholder feedback and will identify strengths and areas for improvement and adjust strategies accordingly. RIX-PREP, in collaboration with our Steering Committee and other partners, will build from our experience implementing the Region IX PHEPR contract to implement all activities in the Five-Year Regional Work Plan and evaluate in depth one to two strategies/interventions per year. Over the course of the first year of this grant, we expect to make progress on the achievement of the following outcomes: Short-term Outcomes: • Established regional coordination and collaboration structure to increase implementation of EBSIs. • Increased communication, coordination and sharing of resources among regional participants and partners. • Inclusion of voices of the communities in the region. • Established plan to meet the objectives. • Executed activities including development, implementation and evaluation of EBSIs. Intermediate Outcomes • Increased collaboration and coordination with other regional initiatives to increase the potential reach or scale of implementation of EBSIs. • Increased STLT HD awareness of, availability of, and/or access to effective EBSIs that align with the priority objectives, contexts, and populations described in the Five-Year Regional Work Plans. • Increased STLT health department and partner implementation of EBSIs (*this will be partially achieved in Yr. 1 and more fully in Yrs. 2-5). UCSF and our partners are applying for the required Component B to establish a Regional PHPR Center in Region IX and implement the Five-Year Work Plan developed under the current PHI contract, as well as the following optional Components: • Component C – to coordinate and provide technical assistance to the network of regional centers (PHI will lead). • Component D – all four strategies (6, 7, 8, and 9), to implement additional activities including underserved populations, evaluation and dissemination, training, and research. • Component E – to implement the USAPI work plan developed under the current PHI contract.
