The Republic of the Marshall Islands Ministry of Health & Human Services (MoHHS) is proposing to establish and, or, enhance infrastructures to implement a coordinated and holistic approach that builds on culturally, linguistically, and locally tailored strategies and best practices to reduce COVID-19 risk. Moreover, MoHHS intends to have a coordinated and holistic approach by ensuring that access to COVID-19 services amongst high risk populations, underserved communities, and disproportionately affected in the urban, rural as well as the outer island are provided to address COVID-19 related health disparities. To follow through on the national commitments towards COVID-19 Preparedness & Response Plan, the MoHHS requests support to build and expand the grant management & performance improvement infrastructures and capacity at the Ministry of Health & Human Services to ensure and expand equitable access to critical COVID-19 testing and contact tracing, as well as PPE, quarantine and isolation, vaccination, and other wrap-around and supportive services; and to better prepare and respond to the global crisis on COVID-19. This will involve centralize key financial and grants management functions within a centralized Grant Management Unit (GMU) guided by a comprehensive electronic grants management system overseen by specialized and trained staff in close communication with program staff, financial staff, and leadership; and establish a Performance Improvement Office (PIO) to institute processes that have measurably improved quality, outputs, and outcomes of the RMI public health services.
