Drug Free Barbour County - The Bright Futures Prevention Coalition’s purpose for the requested Drug-Free Communities (DFC) Support Program funding is to support and strengthen existing coalition efforts to promote safe and healthy communities within Barbour County, WV by reducing substance use among county youth, and specifically targeting nicotine, THC and alcohol. The Bright Futures Prevention Coalition’s purpose directly supports the overall purpose of the DFC Support Program to “establish and strengthen collaborations to support the efforts of community coalitions working to prevent and reduce substance use among youth, by addressing the factors in a community that increase the risk of substance use and promote the factors that minimize the risk of substance use.” The coalition will target youth nicotine use, with an emphasis on vaping and e-cigarettes, as well as alcohol and marijuana use and prevention in youth. Outcomes for prevention will focus on evidence-based strategies proven effective at reducing nicotine, alcohol and marijuana use in youth (18 years and younger). Barbour County was selected as the chosen community for the DFC Support Program due to the documented history of youth substance use. It was also selected due to the considerable previous and current efforts focused on substance use reduction and prevention within Barbour County by the Bright Futures Prevention Coalition, and the deep understanding of issues and impacts of youth substance use, and commitment to improving the overall health and wellbeing of the community by reducing and preventing substance use and abuse. The Bright Futures Prevention Coalition will serve as the primary body for all DFC Support Program planning, implementation, evaluation, measurement and all other work plan/project activities. All 12 required sectors are represented in the coalition. The coalition has an extensive track record and history of working to address substance use and abuse within Barbour County. Since its inception, the coalition has experienced significant growth in membership, both in breadth and depth. The coalition has adopted and worked within the SAMHSA Strategic Prevention Framework, which serves as the guiding force for how the coalition functions. Additionally, the coalition is an active participant in the Community Anti-Drug Coalition of American (CADCA), and recently hosted the CADCA’s CEO at a community forum on substance use prevention.
