St. Louis County OD2A Limiting Overdose through Collaborative Action in Localities (LOCAL) - Saint Louis County Department of Public Health (DPH) is applying for funding to support strategies and activities covered by Component A and Component B but not component C of Centers for Disease Control and Prevention Overdose Data to Action: Limiting Overdose through Collaborative Actions in Localities (OD2A: LOCAL), filling the gap in access to care and services for individuals who are uninsured or underinsured. DPH has continued to evolve outreach and programing to address the ever-changing issues presented by the epidemic. Working to ensure that outreach and programming are culturally relevant and involve residents disproportionately impacted by fatal and nonfatal overdose. St. Louis County DPH will continue to rely heavily on data to drive outreach and to create messaging that reflect current needs of the community. OD2A LOCAL funding and the underlying data to action framework will increase DPH’s capacity across multiple strategies. To strengthen St. Louis County’s efforts, we aim to better analyze and disseminate nonfatal overdose, overdose mortality, and emerging drug supply composition data. This will allow DPH to prioritize implementation of outreach efforts, including elevation of harm reduction strategies and creation of stronger mechanisms to inform the public and service providers on best practices for treating those with substance use disorder (SUD) and stimulant use disorder (StUD). To meet residents where they are in their recovery, St. Louis County has also identified the need to update the current electronic health records (EHR) to a program that allows for internal and external care collaboration with the aim to adopting a “no wrong door” approach to treating those with SUD or StUD. The updated EHR will also allow us to embed provider education that better informs clinical decision-making tools aligned with the CDC Clinical Practice Guidelines for Prescribing Opioid for Pain. We also recognize the internal and external stigma related to SUD and StuD and through a multi-platform educational campaign aim to increase awareness, acceptance, and implementation of evidence-based strategies. DPH will focus on strategically deploying tailored messaging to those most at-risk and ensure that messaging is culturally relevant and inclusive of community voice. The strategies and activities outlined in St. Louis County’s OD2A-LOCAL efforts will result in decreased fatal and nonfatal drug overdoses, decreased illicit opioid and stimulated use, improved health equity among disproportionately and underserved populations, increased adoption of harm reduction strategies, and increased collaboration with partners across the region leading to stronger data and idea sharing.
