The Southern Nevada Health District (SNHD) is a special district that serves as the local public health authority for Clark County, NV. SNHD serves over 2.2 million residents and over 42 million annual visitors to Las Vegas. SNHD is well-qualified to conduct the activities described in this proposal. Application: SNHD is applying for Components A and B (not applying for optional ME/C funding) and not applying for Component C. Component A–Purpose of the project: SNHD will continue efforts established through the original Overdose Data to Action (ODTA) funding and expand current overdose surveillance data and work with health systems to improve opioid stewardship. SNHD would enhance work on linkages to care through multiple outreach teams to address overdose needs and expanded harm reduction services tailored to areas such as public safety, health care, and community. Teams would work to address health system barriers (e.g., those for pregnant persons seeking care). Component A–Outcomes of the project: SNHD expects to have achieved the following outcomes for Component A to see a reduction in fatal and nonfatal overdoses in Clark County: • Linkage to care initiatives (1A): SNHD will increase the use of navigators working with people who use drugs (PWUD) to link people to care and services within Clark County. This will be informed by increased data sharing, partnerships and bidirectional referrals, and increased staff capacity to connect PWUD to services. • Harm reduction efforts (2A): SNHD will implement strategies that increase access to harm reduction services, specifically naloxone, across settings including public safety, health care, and community. • Reduce stigma (3A): SNHD will build on past public safety campaign efforts focusing on changing attitudes and knowledge about stigma for people who use drugs across community and healthcare settings. • Address clinician and health systems outcomes (4A): SNHD will increase clinician capacity for person-centered approaches and awareness of evidence-based practices for pain management. This will further clinician expertise and confidence in providing care for opioid and stimulant use disorders. • Surveillance initiatives (6A): SNHD will ensure that surveillance data contribute to improvements in drug overdose interventions and that timely and actionable surveillance data are disseminated to enhance project interventions. Data will be disseminated to stakeholders to reduce drug overdoses in SNHD’s jurisdiction and to CDC to inform the public and regional and national stakeholders. Component B–Purpose of the project: SNHD will expand efforts to increase the robustness and timeliness of overdose surveillance data, especially for opioids, stimulants, and the local illicit drug supply in Clark County. Surveillance efforts would increase qualitative testing of the local illicit drug supply through multisite collection of paraphernalia, as well as continued partnership with the research team at the National Institute for Standards and Technology (NIST). SNHD will empower the Clark County community to use these testing data to inform their own drug use behaviors through dissemination via publicly available reports and a dashboard. Component B–Outcome of the project: SNHD will implement a quarterly updated dashboard for community partners and the public in Clark County. These data will inform drug use behaviors among PWUD and community partners whose clientele may identify as PWUD. These data will also inform harm reduction efforts such that client education can incorporate the ongoing surveillance findings to update training and linkage to care practices. Data regarding commonly used substances and identified adulterants can inform naloxone distribution and education on harm reduction. Healthcare providers may also incorporate the findings from surveillance in interactions with patients, especially with PWUD. This project aims to reduce fatal and nonfatal overdoses in Clark County.
