Strategic Prevention Partnership DFC - Community Overview Strategic Prevention Partnerships, Inc. is proud to serve Newport County, Rhode Island and is considered to be the leading prevention organization serving our region. SPP was established in 2017, under the name Newport County Prevention Coalition, to prevent substance use among Newport County youth, address opiate misuse and its effect on families and support regional efforts to enhance access to mental health services. The coalition is comprised of the community substance abuse prevention coalitions working in each of the six local town as well as partners in all 12 community sectors. SPP maximizes available resources to engage the region in prevention efforts shared across communities by eliminating the barriers that tend to separate entities attempting to do similar work. Newport County, RI has a year-round population of 82,888 and is comprised of the towns of Little Compton, Tiverton, Portsmouth, Middletown, Jamestown and the City of Newport. Known for its scenic beauty, Newport County is a tourist destination drawing visitors from across the country and internationally. Newport County is virtually surrounded by water- this isolation is perceived as both a blessing and a curse. The isolation has supported the preservation of the region’s historic and bucolic charm while also limiting access to the behavioral health supports available to other Rhode Island communities. The Newport is the most heavily populated of the six towns and the most diverse. Known for its mansions, yachts, seaside shopping and entertainment, Newport has the look of wealth and privilege, however it also has the highest poverty rate in the county at 14.6%. Newport’s wealth disparity contributes to challenges in attracting and sustaining behavioral health services that can meet the needs of an economically diverse population. Though there is limited racial diversity across the county, Newport’s North End neighborhood is the most diverse and includes a growing increase in Spanish speaking residents; this neighborhood is worthy of consideration in the efforts described in this proposal. This project will impact Newport County with a highlighted focus on the Newport’s North End neighborhood. SPP is prepared to achieve the Drug Free Community Support Program purpose to strengthen collaboration to support the efforts of community coalitions working to prevent and reduce substance use among youth by addressing factors in a community that increase the risk of substance abuse.
