Youth Making Responsible Choices- This project aims to empower youth to make responsible and wise choices concerning the use and abuse of substances. - The Area Substance Abuse Prevention (ASAP) Coalition serves a very rural area in north-central Nebraska covering 14,455 square miles and nine counties: Antelope, Boyd, Brown, Cherry, Holt, Keya Paha, Knox, Pierce and Rock. There are an estimated 45,370 people living in this community, which translates to 3.1 people per square mile, compared to a rate of 23.8 people per square mile for the state of Nebraska. The ASAP community is populated by mostly White individuals at 92.2%, with a 7.8% minority population made up of primarily Native American (2.7%) and Hispanic (2.7%), followed by very small concentrations of Black (0.2%) and Asian (0.1%). Our Native American population consists of the Santee Sioux Nation and the Ponca Tribe, found mostly in Knox County. Cherry County is just south of the Rosebud Reservation, located in South Dakota, and sees a large Native American population. The average median household income of our rural community for 2009-2013 was $49,829, compared to the state household income of $56,675. Poverty rate in the NCDHD decreased from 10.6 percent in 2010 (Census) to 10.3 percent in 2013‐2017 (ACS) among all persons and decreased from 13.0 percent to 11.9 percent among persons under 18 years of age. This community supports 10.3% of the population living below the federal poverty level, and 11.9% of persons under the age of 18. Among population members age 25 and older, 35.2% just had a high school diploma and 20.4% have a bachelor’s degree1. Geographically, the landscape is heavily focused on agriculture, dotted with small towns separated by miles of farm land. The area is sparsely populated, with the largest city in the district having a population of only 3,625. It is not unusual to travel some distance for work, school, and access to essential resources, including healthcare. The nature of our small, close-knit communities means that we interact with the same people in all areas of life – at work, at the grocery store, and at community events, contributing to the depth of our relationships. We have a very strong sense of pride in our communities and appreciation for all of the benefits that come with living the rural Nebraska lifestyle. However, that doesn’t mean our communities are unaffected by youth substance use. With a lack of resources and activities in the community, it is not unusual for adults to spend much of their free time socializing at local bars. Youth grow up in this environment with this behavior modeled for them. There are also deeply entrenched attitudes and philosophies in this area that teenagers are going to drink as part of a “kids will be kids” rite of passage. There is a perception among many adults that it’s harmless because they grew up that way themselves. The project described in this funding proposal, “Youth Making Responsible Choices,” focuses specifically on alcohol and tobacco use in our district. A key demographic difference among urban and rural residents of Nebraska is that residents of the most rural Nebraska counties reported the highest percentage for alcohol-impaired driving and smokeless tobacco use. Nebraska has the 6th highest rates of binge drinking in the country. Through this project, the Area Substance Abuse and Prevention Coalition will place a focus on these two issues to help our youth build a healthy future…a life without alcohol and tobacco. We hope to change our rural attitude and acceptance of alcohol and tobacco through the implementation of our “Youth Making Responsible Choices” project.
