The Community Action Coalition serves our identified population(s) of focus, youth ages 9-18 who reside in zip codes 30312 and 30315 who attend Carver High and Mays High Schools, Price Middle and King Middle Schools. According to the 2017-2018 Georgia Student Health Surveys at King Middle School, the survey revealed that .74% of 8th grade students had at least one drink during the past 30 days. Zip Code 30315 covers Mays High, and Carver High School Early College, and Price Middle School. There are at least seven alcohol retailers, not including restaurants/bars, in this zip code with three being within close proximity, one mile or less, to elementary and middle schools. Binge drinking is a problem, putting youths at risk for other problems such as fighting, sexual assault, alcohol poisoning, and alcoholism which are all delinquent behaviors. Approximately 10% of high school youths report that when they drink alcohol, they have 5 or more drinks at a time.
Preventing tobacco product use among youth is critical to ending the tobacco epidemic in these communities. The recent increase in the availability and use of electronic nicotine delivery devices (ENDDs) such as electronic cigarettes, hookahs, and other variations of vapor pens, has resulted in “vaping” becoming very popular among adults and youths. There is an ongoing outbreak of significant lung illness and death due to vaping.
In these zip codes, a majority of the residents (81%) are African American with a slightly higher percentage of female residents than male and many single female heads of households. Residents live in modest homes in small neighborhoods, although there are also several larger subsidized housing developments within the community.
Most of the area’s residents are identified as “working class” with an average annual salary below $40,000. But the number of residents living below the poverty line is higher than the national average. Poor education and one of the highest unemployment rates in Atlanta and Georgia (16%) are contributing factors to this lower socioeconomic status. Residents work in the community if possible, but limited job opportunities cause many to have longer commutes to their jobs. This often results in unsupervised out-of-school time for the area’s young people.
The goals of the program are to: 1) reduce alcohol and tobacco abuse among youth in these communities, and, over time, among adults by addressing the factors in our community that increase the risk of alcohol and tobacco abuse and promoting the factors that minimize the risk of alcohol and tobacco abuse; 2) establish and strengthen collaboration among Fulton County GA’s private nonprofit agencies, and Federal, State, local, and tribal governments to support the efforts of community coalitions to prevent and reduce alcohol and tobacco abuse among youth. To achieve these goals, the coalition will implement the following strategies: A) develop a 5-year community-wide youth risk prevention action plan for interagency collaboration and community action; B) conduct community needs assessments and environmental scans to further define general alcohol and tobacco related risk factors; C) select and implement “best fit” science-based options based on the community’s cultural competence; D) establish a media campaign to increase awareness of youth alcohol and tobacco problems; and E) evaluate outcomes, improve program delivery and assess general impact.
