The Oklahoma State Department of Health Immunization Service respectfully submits an application for Year 1 funding under the Vaccines for Children (VFC) Program and a 5-year plan for the duration of the project period. Our submissions reflect a stretch in program goals, building year to year, and thoughtful structuring of resources to ensure that, ultimately, Oklahoma’s citizens are well protected against vaccine-preventable diseases. The foundation of our short and long term activities relies on accurate data. Because our state immunization information system, OSIIS, serves as our primary data source, and because OSIIS development has fallen behind national standards, Oklahoma has committed to replacing the registry with a commercially available system. Transitioning to a new system, planned for Year 1, will require significant investment from all Immunization Service teams to ensure that decades of data convert and migrate properly, and ensure that the system meets our varied program needs. Once this transition is complete and through Years 2-5, we expect the new OSIIS to provide significantly improved capacities for our providers, including robust reporting capabilities that support quality improvement efforts and improved clinical decision support to ensure that children, adolescents and adults are appropriately immunized. This plan also includes continued emphasis on electronic data exchange with medical provider health record systems, which is managed by the OSDH Informatics Division. Over the next five years we expect a new OSIIS system will greatly enhance program performance, specifically by giving us access to the data that reveals progress and pockets of need throughout our state. Currently, the Immunization Service is unable to assess OSIIS data without an official request to Oklahoma’s centralized IT service. The new OSIIS, supported and hosted by a vendor, will give the program direct access to a wide range of reports to support program component oversight and we anticipate the effect to be broad-reaching. The Vaccine Team will use this data to reconcile orders and doses administered data, monitor vaccine usage, and support providers with targeted information on vaccine bundling for their client population. The VFC Team expects the data will enhance our IQIP efforts by providing coverage report cards to an annually increasing range of providers, and supporting statewide immunization efforts through coverage reports by zip code, county, health region, or other population subsets. Statewide disease surveillance efforts, led by the OSDH Acute Disease Service, will benefit from a new robust registry which will support more accurate outreach efforts during an outbreak. We also plan for improved case management through the Perinatal Hepatitis B Prevention Program, which relies on OSIIS data to monitor vaccine status of babies born to HBsAg-positive women. Because our program’s success relies on the wide network of providers who vaccinate children, the schools that enforce immunization rules, and other stakeholders focused on protecting our citizens, our program intends to improve our communication strategies over this 5-year period. Year 1 includes launch of a new provider management system that allows for active, organized communications, a resource library for archived educational resources and recorded educational and programmatic webinars. Beginning in Year 1, the Immunization Service also plans to implement an education and training curriculum for all staff, with a significant focus on staff members that interface with our external stakeholders. Over the next five years we aim to ensure our staff is competent, supported, and providing consistent support to the providers within their jurisdiction.
