Strategy A1 Workforce
Pima County Health Department (PCHD) has identified significant gaps in its workforce capacity and cross cutting capabilities to meet current and near future service demand and deliver equity-focused work. Strengthening the department’s workforce and foundational capacity will result in well-equipped, prepared, and supported workers who are able to deliver effective, equity-focused programs, policies and practices through strong community and educational partnerships. Ultimately, greater investment in PCHD’s workforce, data systems and core infrastructure will lead to improved health outcomes in historically underserved communities, and advance health equity within the county.
With this much needed investment in infrastructure PCHD will implement the SPRING initiative for an equitable and healthy community focused on:
S- Strengthening the public health workforce through enhanced, equity-focused policies and practices to recruit, hire, train, sustain and grow the workforce
P- Partnering to grow the public health workforce pipeline and expand community engagement to address health priorities
R- Resilience-building among workers and within communities of focus
I- Investing in data infrastructure and public health informatics, operations, and foundational capabilities to improve organizational effectiveness and efficiency
N- Developing new, data-informed, equity-focused service delivery and staffing models
G- Growing a confident, capable, resilient, and empowered workforce that reflects the diversity of the communities we serve
The 5-year workforce investment will allow PCHD to develop a workforce that:
• Has the necessary composition, capacity, and capabilities to meet service demands and needs to address current and future community health priorities
• Reflects Pima County’s diverse communities
• Engages with the communities PCHD serves through strong partnerships
• Is confident, capable, resilient, and empowered to conduct equity-focused work
• Experiences greater job satisfaction, well-being and work/life balance as reflected in assessments
• Is incentivized and supported to create and maintain a positive workplace
• Includes career progression pathways and opportunities for advancement for select positions
• Has a well-established health outreach and environmental health corps to address identified community health priorities and the social determinants of health
• Cultivates future members through internships, fellowships and field placements
Strategy A2 Foundational Capabilities
Pima County Health Department will strengthen its core systems, processes, and policies to deliver more equitable and effective services.
Outcomes expected include:
• Improving workforce planning through an analysis of current staffing, training and policies to ensure the department is effective in growing a well-equipped, diverse workforce
• Building system capacity to ensure integration of equity-focused and community engagement efforts across the department
• Developing resources to strengthen the organization’s equity focus, including an equity capability framework to inform decision making for training and support
• Expanding capacity to serve marginalized, as well as remote, communities through mobile outreach to deliver education, outreach, and prevention to address community priorities
• Strengthening data and health IT systems capacity to make data more accessible, equity-focused, actionable, and interoperable
• Amplifying performance management and continuous improvement to support the department’s accreditation status
• Enhancing internal capacity for monitoring and evaluating performance
The PCHD welcomes collaboration with the CDC to coordinate efforts and leverage grant resources. The SPRING Initiative will participate fully in training and technical assistance activities to share best practices and advance this work.
