Building a Strong Foundation for a Strong Workforce - Project Abstract - Workforce The City of Milwaukee Health Department is applying for the Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems grant to expand and enhance the organization’s capacity to build a diverse and inclusive workforce, as well as the Public Health Foundational Capabilities. Over the next five years, MHD will make intentional efforts to expand our workforce capacity, including hiring new positions and sustaining current grant-funded positions. Some of the new positions included in this application include: Policy Analyst, Workforce Director, Grant Evaluator, and Reproductive Healthcare Navigator. In addition to position development and retention, MHD will establish a Staff Engagement Fund, which will enable the department to offer staff opportunities for ongoing professional development based in health equity and Public Health 3.0. Further, MHD will carry out activities to address the Foundational Capabilities and work toward readiness to apply for accreditation. Some of these activities will include the implementation of EPIC-OCHIN, an Electronic Health Record, formalization of a Priority-Based Budgeting Tool, and the procurement of an HR Performance Management System. Project Abstract – Foundational Capabilities The City of Milwaukee Health Department (MHD) is applying for the Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems Foundational Capabilities Strategy to build capacity, improve internal systems and processes, and foster partnerships in the Milwaukee community. Over the next five years, MHD will intentionally utilize funding to implement EPIC-OCHIN Electronic Health Record system, formalize of a Priority-Based Budgeting Tool, sustain partnership with the University of Wisconsin-Milwaukee Zilber School of Public Health, and procure an HR Performance Management System. Through these initiatives, MHD will maintain its status as a Level III health department in the State of Wisconsin while advancing efforts to prepare the department for accreditation. In tandem with the activities of the Foundational Capabilities Strategy, MHD will be transitioning in a Public Health 3.0 department in order to become an anti-racist organization. Incorporating the anti-racist framework of Public Health 3.0 will strengthen MHD’s capacity for health equity work to better serve the City of Milwaukee.
