Tulsa Health Department 2030 - The Tulsa City-County Health Department (Tulsa Health Department or THD) is a Component A applicant requesting $8,573,171 in funding for Strategies A1, A2 and A3 for the 5-year period of the grant. Using data, collaborations with community partners and guidance from local and national experts, Tulsa Health Department will recruit, retain, support, and train qualified staff who have the ability to evaluate and meet the needs of their clients. Tremendous sacrifices were made by THD employees and the agency as a whole to meet the needs of the local community during the COVID pandemic. THD representatives received both commendations and death threats from the community. COVID also highlighted the vulnerabilities of historically underserved populations in Tulsa County. Oklahoma has a history of racial disparity. This is where the Trail of Tears ended in the 1830s. This is where the Tulsa Race Massacre took place in 1921, with the confirmed deaths of 36 black residents, the imprisonment of 6000, and the destruction of 35 square blocks of the Greenwood District. The North Tulsa area near the Greenwood District still struggles disproportionately in the areas of crime, economic disparity and health outcomes. North Tulsa residents in City Council District 1 have the highest morbidity and mortality rates in the county. To build a strong, equitable public health work force able to meet the needs of Tulsa County, THD will take a new approach to expand its Health Equity Office and host a Health Equity Summit, recruit qualified job applicants, dramatically increase the amount and quality of trainings available to staff, open those trainings to community partners as appropriate to build capacity across the Tulsa area, make THD a premiere employer, promote employee health and wellness, collaborate with community partners, and modernize its data systems. New jobs hired under the grant include a Workforce Director; Evaluation Specialist and Program Evaluation Coordinator; Wellness Specialist; Internal Communications Manager; Talent Acquisition Specialist; Training Specialist; Risk & Safety Specialist; and Community Health Workers serving the LGBTQ+, Latinx, Burmese, and City Council District 1 residents of Tulsa. The Tulsa City-County Health Department has the capacity to bring each of these ideas to life and make sure THD is able to handle any public health response and improve health outcomes for all Tulsa County residents, especially those in vulnerable communities.
