Southern Nevada Health District (SNHD) serves well over two million individuals in a large geographic area – over 8,000 square miles and covering urban, suburban, and rural populations all within one county. Additionally, the area is a tourist destination and had over 32 million visitors in 2021. In the period between 1990 and 2010, Clark County’s population grew by over 163%. From 2011 – 2022, the tremendous growth has continued at an average annual rate of 1.4%. Even prior to the COVID-19 pandemic Clark County had been one of the fastest growing areas of the country for over 20 years. This growth, as well as pandemic challenges highlighted serious gaps in SNHD’s ability to carry out essential public health services while responding to a public health emergency of this magnitude. The purpose of this application is to address challenges exposed and created by the COVID-19 pandemic, as well as the opportunities presented for organizational and infrastructure improvement to be addressed through a comprehensive effort of workforce expansion, support, and engagement, and organizational infrastructure investment. The key barriers will be addressed by adding positions within program areas that are overwhelmed by investing resources in engaging and learning more about the needs of the current workforce, and overarching system improvements and interventions with a focus on integration and efficiency. These projects will focus on growth with built in flexibility to address emerging issues around and in addition to COVID-19 along with changing workflow patterns. The capacity to be responsive to data from the current workforce, community partners, and those we serve will be significantly increased. The proposal presents multiple projects from throughout the SNHD organization and includes projects from five of six divisions. The outcomes achieved will include improved workforce recruitment, retention, and support of current and new staff, as well as efforts to build organizational capacity with improved systems, administration, community collaboration and equity. The proposal presents a workplan, detailed budget and abbreviated evaluation and performance management plan. Also, included is evidence of accreditation and SNHD’s capacity to manage a comprehensive public health organization including management of the grant. There are two aspects that will contribute to efficient use of this funding and achievement of stated outcomes to positively impact our community. One aspect is the dedicated grant support roles of Workforce Director and Evaluation staff. Combining these new roles with the second aspect of Component B providers of support and measurement strategies set this award up for success and impact.
