Strategy A1 Workforce
The purpose of the North Dakota Department of Health’s (NDDoH) Strengthening US Public Health Infrastructure, Workforce and Data Systems grant program for Strategy A1, Workforce, is to meet critical infrastructure needs and make strategic investments that will have lasting effects on public health. This will be achieved by implementing activities to recruit and hire diverse new public health staff; retaining key public health staff; sustaining and supporting staff; training new and existing public health staff; strengthening workforce planning, systems, processes and policies; and providing grants to local public health units (LPHU).
The short, intermediate and long-term outcomes that will be achieved in Strategy A1 include:
• Increased hiring of diverse staff (short-term)
• Increased size and capabilities of the public health workforce (intermediate)
• Stronger public health foundational capabilities (intermediate)
• Accelerated prevention, preparedness and response to emerging threats (long-term)
• Improved other public health outcomes (long-term)
Strategy A2 Foundational capabilities
The purpose of the North Dakota Department of Health’s (NDDoH) Strengthening US Public Health Infrastructure, Workforce and Data Systems grant program for Strategy A2, Foundational Capabilities, is to strengthen overall systems, processes and policies to ensure a strong core infrastructure needed to protect health and provide fair opportunities for all North Dakotans. This will be achieved by strengthening accountability/performance management, including accreditation; strengthening organizational competencies addressing information technology, data modernization, human resources, financial management, contract and procurement services; enhancing communications; increasing policy development and legal services analysis; strengthening community partnership development and engagement; improving equity and organizational competencies addressing leadership, governance and strategic planning; and implementing plans to transition from COVID-19 emergency response and other emergency response and preparedness projects.
The short, intermediate and long-term outcomes that will be achieved in Strategy A2 include:
• Improved organizational systems and processes (short-term)
• Stronger public health foundational capabilities (intermediate)
• Accelerated prevention, preparedness and response to emerging threats (long-term)
• Improved other public health outcomes (long-term)
Strategy A3 Data modernization
The purpose of the North Dakota Department of Health’s (NDDoH) Strengthening US Public Health Infrastructure, Workforce and Data Systems grant program for Strategy A3, Data Modernization, is to meet critical infrastructure needs and make strategic investments that will have lasting effects on public health. This will be achieved by strengthening support for program implementation; assessing and reporting the current capacity, gaps and opportunities to modernize the public health data infrastructure and workforce; creating implementation plans that modernize the public health data environment and workforce development; implementing developed work plans to realize data infrastructure enhancements and improvements; and accelerating implementation. These efforts will lead to improved public health outcomes and the accelerated prevention, preparedness and response to emerging threats.
The short, intermediate and long-term outcomes that will be achieved in Strategy A3 include:
• Modern and efficient data infrastructure (short-term)
• Increased data interoperability (short-term)
• Increased availability and use of public health data (intermediate)
• Increased reach of public health services (intermediate)
• Accelerated prevention, preparedness and response to emerging threats (long-term)
• Improved other public health outcomes (long-term)
