Project Description: The Federated States of Micronesia (FSM), under the leadership of Mr. Marcus H. Samo, Secretary of the Department of Health and Social Affairs, proposes to strengthen the Public Health Infrastructure of the FSM to improve and increase access to equitable quality healthcare services for communities and populations that live in rural, isolated, and far-to-reach geographical areas, who have been economically and socially marginalized, medically underserved, and are disproportionately affected by COVID-19 or other priority public health problems Predicated on the goal to meet the focus areas of “Healthy People 2030” and other national public health priorities and strategies, this project strives to improve the infrastructure of community health dispensaries, increase and build the diversity, size, capacity and capabilities of the public health workforce, upgraded the health information system, and build partnerships to meet its long-term outcomes of accelerated prevention, preparedness, and response to COVID-19, emerging threats, and other priority public health problems.
Methodology: Using the CDC Logic Model Approach to problem design and evaluation, the activities of the project relate to both process, outputs, and outcomes (short-term, intermediate, and long-term) so that the results can be achieved in overall systems improvement and improved population health outcomes.
Management Plan: A performance management office will be established within the Department’s current organizational chart mandated to facilitate workforce development based on the 10 essential public health services. This office will serve as the technical “arm and leg” in the overall Performance Management and Continuous Improvement activities, aided by the Assistant Secretary for Health, the existing professional staff from the FSM Department of Health and Social Affairs and the States of Chuuk, Pohnpei, Yap and Kosrae. In addition, the health information system platform will be expanded to reach the health dispensaries in the rural communities.
Evaluation: FSM will work with CDC to develop an evaluation and performance measurement plan that outlines common evaluation questions, reporting on evaluation results and performance measures, and sharing successes and challenges on the implementation of the activities and strategies, and attainment of the short-term, intermediate and long-term
