The Department of Public Health Services (PHS), in the County of San Diego Health and Human Services Agency (HHSA), will use the funding provided by the Centers for Disease Control and Prevention (CDC) to enhance and modernize public health infrastructure. The purpose is to strengthen the local, public health workforce (Strategy: A1 Workforce), and modernize PHS’s infrastructure including its foundational capabilities (Strategy: A2 Foundational Capabilities) with an emphasis on operations, preparedness, and response to public health threats. PHS aims to reinforce and expand the public health workforce by strengthening workforce planning, systems, processes, and policies related to recruitment and hiring; staff retention; trainings and professional development; workforce planning and forecasting; and talent management. Strengthening of foundational capabilities will include enhancing organizational systems, processes, and policies related to performance management, quality improvement, and reaccreditation; organizational administrative competencies; communications; community partnerships; and equity in organizational competencies. These will be accomplished by focusing activities on priority outcomes: improving workforce and organizational systems and processes, increasing the diversity and size of the public health workforce, and increasing the competencies and capabilities of the public health workforce.
