(RHP), in Enid, Oklahoma, proposes to work with the priority populations of rural residents; racial and ethnic minorities, including Hispanic/Latinx and Marshallese individuals; lesbian, gay, bisexual, transgender, queer, and other LGBTQIA+ individuals; low-income or unhoused individuals; American Indian individuals; pregnant women, new mothers, and women with children; and Medicaid eligible consumers who are not enrolled in coverage despite being eligible for Medicaid. The service area for the Northwest Oklahoma Navigator Program will be Alfalfa, Blaine, Garfield, Grant, Kay, Kingfisher, Logan, Major, Noble, Payne, Woods and Woodward counties and all are considered rural by the Federal Office of Rural Health Policy. RHP is familiar with these communities and the priority populations within them, having served the area for 35 years. RHP will train five Navigators, including a Lead Navigator who is currently on staff, as Community Health Workers, in addition to the Federal and State Navigation certification programs. At least one person hired will be a native to the Marshall Islands and fluent in Marshallese, and at least one other person hired will identify as Hispanic/Latinx and speak fluent Spanish. Having Community Health Worker training and having Navigators on staff who identify with the populations served will ensure information is a manner that is provided in culturally and linguistically appropriate to the needs of the communities. Navigators will identify organizations who serve the target population and partner to provide education and 1-on-1 enrollment assistance. A media campaign, marketing materials, and educational materials will be created to increase awareness of Navigation services and assist with increasing knowledge about what insurance plans are and how to use them. All materials will be created in Spanish, English, and Marshallese. A variety of evaluation methods will be used for continuous program improvement.
