Cooperative Agreement to Support Navigators in Federally-facilitated and State Partnership Marketplaces - PROJECT ABSTRACT 2024-2025 United Way of Anchorage is providing Navigator services statewide to consumers in Alaska enrolling in health coverage through the Federally-facilitated Exchange. United Way of Anchorage (UWA), a community and consumer-focused nonprofit, will be operating statewide in the FFE state of Alaska to provide Navigator services. UWA will not have any subrecipients. Annual funding amounts requested for each 12-month budget period are: Year 1 August 27, 2024 - August 26, 2025 $2,000,000 Year 2 August 27, 2025 - August 26, 2026 $2,000,000 Year 3 August 27, 2026 - August 26, 2027 $2,000,000 Year 4 August 27, 2027 - August 26, 2028 $2,000,000 Year 5 August 27, 2028 - August 26, 2029 $2,000,000 UWA plans to serve the following priority populations while being prepared to assist any Alaskan consumer: rural communities, Alaska Native and American Indian (AIAN) consumers, low-income consumers, pregnant women, moms and women with children, Asian American Native Hawaiian Pacific Islander (AANHPI) consumers, and LGBTQ+ individuals. UWA will have 13 active Navigators federally trained and certified or re-certified for PY 2025 by October 1, 2024. UWA proposes to increase knowledge of health insurance coverage options available in the FFM through targeted assistance to priority populations and increase enrollment in health insurance plans and Medicaid by partnering with local health care and community organizations to conduct outreach and offer and promote Navigator services to the priority populations and the approximately 80,000 uninsured Alaskans. UWA will offer a balance of in-person and virtual Navigator assistance, as well as conduct outreach to uninsured individuals statewide, using its Alaska 211 call center as the way for Alaskans to get help with any of the Navigator functions as outlined in CFR 155.210 and 215. Navigators will be based in Anchorage and in three rural regions around the state: Fairbanks, the Matanuska-Susitna Borough, and the Kenai Peninsula. UWA will market statewide using social and digital media and radio and television outlets with the strongest statewide and local reach.
