Cooperative Agreement to Support Navigators in Federally-facilitated Exchanges - Project Abstract Family & Children’s Service (F&CS) of Nashville, Tennessee, a community-based, consumer-focused nonprofit, is a current HHS Navigator awardee under the 2021-2024 Cooperative Agreement and has been a funded Navigator agency for nine years. F&CS will remain the lead Navigator agency for this Cooperative Agreement award and will provide Navigator services to 1 FFE, the state of Tennessee (statewide). F&CS leads GetCoveredTenn, a consortium of both subgrantees and community-based partners to provides ACA outreach, education, and enrollment assistance to all Tennesseans. With funding from this grant request, Family & Children’s Service (F&CS) will continue the expansion of the successful strategies implemented during the last grant period. F&CS will hire additional Navigators to expand in-person Navigator services to more locations across the state, targeting priority populations of highest need. We will continue our highly impactful statewide GetCoveredTenn outreach activities, which have resulted in tens of thousands of Tennesseans enrolling in ACA health insurance products over the past nine years. F&CS will continue its comprehensive statewide marketing campaign to inform eligible residents of health insurance benefits and how to secure affordable insurance through the Federal Marketplace. Subrecipients: Current subgrantees Appalachian Mountain Project Access and Cherokee Health Systems, and a new subgrantee, Second Harvest Food Bank of Northeast Tennessee. Annual funding amount for each 12-month budget period (Years 1 through 5): $4,300,000 Priority Populations: F&CS, its subgrantees, and numerous coalition partners will focus on the following priority populations: Racial and Ethnic Minorities; Rural Populations; LGBTQI+ individuals; Low Income and unhoused individuals; Pregnant Women, New Mothers, and Women with Children; Individuals with Mental Health or Substance-related Disorders; Individuals with HIV/AIDS; and Medicaid-eligible Consumers Not Enrolled in Coverage despite being eligible for Medicaid.
