Cooperative Agreement to Support Navigators in Federally-facilitated and State Partnership Marketplaces - Florida Covering Kids and Families (FLCKF), a community and consumer-focused nonprofit initiative of the University of South Florida-College of Public Health’s Lawton and Rhea Chiles Center, leads a consortium of partner organizations who are dedicated to supporting Florida consumers with Navigators as a part of the Cooperative Agreement to Support Navigators in Federally Facilitated Exchanges Opportunity CMS-NAV-24-001. As a consortium and 11-year consecutive grantee, FLCKF and partners, formerly known as Covering Florida, have successfully assisted individuals and families in healthcare system navigation and obtaining comprehensive coverage and care across all 67 Florida counties. The consortium includes Big Bend Area Health Education Center, Family Healthcare Foundation, Florida Alliance of Community Health Centers, Health Planning Council of Northeast Florida, Health Planning Council of Southeast Florida, Health Planning Council of Southwest Florida, Primary Care Access Network, Suwannee River Area Health Education Center, University of Miami Health System, and West Florida Area Health Education Center. Recognizing its history of effectiveness and superior partnerships, while demonstrating a commitment to collaboration for healthier Floridians, the consortium is being renamed the “Covering Florida Navigator Program” (CFNP). As an 11-year consecutive grantee, FLCKF and its CFNP collaborative partners have significantly impacted statewide health outcomes, demonstrating the value of coordinated community efforts. The CFNP Navigators are dedicated to prioritizing outreach and assuring marketplace enrollment for the most priority populations, including Floridians experiencing Medicaid redetermination, Black, Indigenous, People of Color (BIPOC), the LGBTQ+ community, individuals with substance use disorders (SUD), refugees, asylum seekers, migrants, women, and pregnant persons, and individuals with disabilities among Florida’s statewide estimated uninsured 2,495,000 marketplace eligible consumers. The total budget requested is $13,792,500 annually for each 12-month budget period for this award. The CFNP provides Navigator services across all 67 counties in the state of FL by way of a statewide toll-free telephone line, enrollment appointments (face-to-face, phone, or virtual), health education sessions, and critical complex case support. Assistance provided by CFNP Navigators is culturally and linguistically appropriate to the population served while ensuring accessibility of Navigator services for individuals with disabilities. Over the past 11 years, the CFNP has collaborated with more than 1100 organizations, ensuring Navigator services are comprehensive, culturally competent, and tailored to the unique needs of its priority populations. CFNP will leverage its extensive experience to expand outreach, enhance educational programs, and continue its pivotal role in advancing the health of Florida’s communities. The CNFP will provide Navigator services with 215 Navigators, representing 150.48 FTEs during PY2025, a 44% increase to the CFNP Navigator workforce. The CFNP Navigator model includes community-based, trained, multilingual, mobile, full and part-time Navigators, who will be prepared to assist consumers by October 1, 2024. During the project year, CFNP will provide 119,000 1:1 consumer interactions; reach 85,540 consumers from priority populations through enrollment, education, and outreach activities; assist 10,775 consumers with enrollment/reenrollment in QHP; refer 5,230 consumers to Medicaid/CHIP; and reach 4,477,560 consumers from priority populations reached through marketing/promotion activities. The CFNP is committed to the promotion of health outcomes through equitable access to health insurance, health education, and reducing healthcare disparities across the state with the support of statewide Navigator services across Florida.
