Through Show Me Coverage, 20 subrecipient partners will have the following staff trained and certified/recertified by October 1, 2024 to provide Navigator services: 29 full-time Navigators, 23 part-time (12.11 FTE) Navigators, and 8 volunteer Navigators for a total of 60 Navigator staff (41.11 FTE) providing services throughout each region of the state. Subrecipients include: ACCESS Family Care, Affinia Healthcare, Care STL, Central Ozarks Medical Center, Clarity Healthcare, Compass Health Network, Family Care Health Centers, Fordland Clinic, Four Rivers Community Health Center, Great Mines Health Center, Katy Trail Health Center, Kansas City Care Health Center, Missouri Highlands Health Care, Mosaic Life Care, Ozarks Community Health Center, Betty Jean Kerr People’s Health Center, Samuel U. Rodgers Health Care, Southeast Missouri Health Network, St. Louis Integrated Health Network, and Swope Health. Show Me Coverage aims to reach the 528,000 uninsured residents in Missouri and proposes to provide targeted assistance to underserved and vulnerable populations in Missouri, including the following priority populations: 1) Racial and ethnic minorities, 2) Rural and frontier communities, 3) LGBTQ+, 4) Low-income or unhoused individuals, 6) American Indians and Alaska Natives (AI/AN), 7) People with physical or intellectual disabilities, 8) Individuals with cognitive, hearing, speech, and/or vision impairments, 9) Pregnant women, new mothers, and women with children, 10) Individuals with mental health or substance-related disorders, 11) Individuals with HIV/AIDS, and 12) Medicaid-eligible consumers who are not enrolled in coverage despite being eligible of Medicaid. Goals of the project include: 1) MPCA along with 20 regional subrecipient partners, provides a statewide program to deliver Navigator services throughout Missouri; 2) Provide outreach, enrollment, and educational assistance to 3,851,550 consumers across Missouri, raising awareness of affordable health care coverage options; 3) Provide marketing and promotion activities through social media impressions, viewership, listenership, etc. to 2,000,000 Missourians; 4) Provide 53,050 consumers 1:1 assistance from Show Me Coverage Navigators; enrolling or re-enrolling 1,605 consumers in a QHP and an estimated 19,225 in Medicaid/CHIP applications or referrals; and 5) By October 1, 2024, ensure access to Navigator services in Missouri through subrecipient partners that employ 29 full-time Navigators and 23 part-time Navigators (12.11 FTE) as well as utilize 8 volunteer Navigators. A coordinated communications plan will implement targeted outreach messaging to priority populations. This will include statewide communications and targeted local communications. MPCA and its subrecipients will collaborate with school districts, homeless shelters, health departments, hospitals, Ryan White HIV/AIDS Program grantees, Job Corps and Workforce Development Centers, colleges and universities, Chambers of Commerce, food banks, local tax services, libraries, YMCA’s, Boys and Girls Clubs, Area Resource Councils, faith based organizations, minority support organizations, LGBTQ+ support organizations, the Family Support Division of the Missouri Department of Social Services, Certified Community Behavioral Health Clinics/local area mental health centers, Community Action Agencies, Disability Supports, and Dept. of Corrections.
