Project Abstract
Boat People SOS-Houston, Inc. (BPSOS-Houston) is the local affiliate of a national community-based organization well positioned to implement the proposed project by leveraging our 42 years of service experience, our experienced staff, an dour thorough understanding of and deep connections in the Vietnamese and Asian American communities. BPSOS-Housotn has over 23 year of track record of successfully implementing community-based health initiatives, including Enrollment and Marketplace Navigator program, for hte prioirty population.
Our priority population consists of vulnerable, underserved Vietnamesea nd Asian communities in the Greater Houston area and along the Gulf Coast communities. Community members who are low-income, variable income, LEP, and those with low literacy levels, will make up about 95% of those we will serve.
The goal of BPSOS' Marketplace Navigator project is to ensure that eligible, but "left behind" individuals overcome barriers and obtain health insurance by educating them abou the Marketplace, facilitating selection of a QHP, assisting consumers impacted by the unwinding and providing culturally/linguistically competent navigation services. To accomplish our goal, our objectives at the end of th 12-month period for year 3 are:
1.) Reach 15,000 consumers through outreach, social media, promotion activities;
2.) Have 1,500 one-on-one interactions (including boht general and specific inquiries) with consumers through office appointments, during outreach activities, via community events, over the phone, or via email;
3.)Assist 800 consumers with selecting/enrolling in QHP (including re-enrollments).
4.) Assist 500 of consumers with applying for Medicaid/CHIP, while another 200 consumers will be referred to state Medicaid/CHIP offices for further assistance.
We request funding in the amount of $233,334 for year 3 to fund 4 navigators (2 full-time @ 100% and 2 part-time @ 60%). We will have an additional 2 Enrollers that will be Navigator certified by the start of OE 2023 to implement activities in the following Texas counties: Harris, Brazoria, Fort Bend, Galveston, and Matagorda. Funds will be used to conduct statutory and regulatory duties of a Navigator that include, but not limited to the following:
-Conducting public education activities to raise awareness about he Exchange;
-Facilitating selection of a QHP;
-Providing information in culturally and linguistically appropriate ways to the needs of the population, including individuals with limited English proficiency, and ensuring accessibility and usability of Navigator tools and functions for individuals with disabilities;
-Providing referrals to applicable office of health insurance consumer assistance or health insurance ombudsman, or any other appropriated state agency or agencies, for any enrollee with a grievance, complaint, or question regarding their health plan, coverage, or a determination under such plan or coverage.
