A succinct description of the proposed project plans for the third budget period:
Coastal Bend Center for Independent Living (CBCIL) Navigator Program will provide Marketplace assistance by certified Navigators in the 11 Coastal Bend and 4 Rio Grande Valley counties of South Texas. Adding the southernmost area of Texas to the CBCIL Navigator service area will increase the number of uninsured Hispanics and other minorities, low-income individuals, and individuals with disabilities "unwinding" from Medicaid, all of whom are targeted during the 2023-2024 third year. Emphasis on marketing outreach and enrollment assistance for public insurance programs and market-based insurance coverage will be increased by employing new strategies, improvement in staffing patterns and staff training, and ongoing assessment to ensure enrollment goals are achieved.

Populations or groups targeted:
Medicaid/CHIP Texans who are "unwinding"; Medicaid eligible consumers who are not enrolled in coverage despite being eligible for Medicaid; Hispanics; racial and ethnic minorities; rural communities; low-income or homeless individuals; people with physical or intellectual disabilities or cognitive, hearing, speech and/or visual impairments; other underrepresented populations, such as Colonia residents through regional centers; pregnant women, new mothers and women with children.
Counties within the State of Texas to be served:
Coastal Bend region consisting of Aransas, Bee, Brooks, Duval, Jim Wells, Kenedy, Kleberg, Live Oak, Nueces, Refugio, and San Patricio counties; Rio Grande Valley region consisting of Cameron, Hidalgo, Staff, and Willacy counties.
Active Navigator staff to be federally trained and certified/re-certified by October 1, 2023, and throughout open enrollment ending January 15, 2024: 7 Navigators.
a. Total number of federally trained and certified/re-certified Navigators: 7 Navigators.
b. 4 Navigators will be paid full-time/100% from Navigator funds; 2 backup staff will be paid with Navigator funds when providing direct services to the Navigator grant.
c. 1 Navigator will be paid part-time from Navigator funds.
d. No Navigators will be volunteers/not paid from Navigator funds.
