Cooperative Agreement to Support Navigators in Federally-facilitated Exchanges - The Coastal Bend Center for Independent Living (CBCIL) will carry out its contractual obligations established in Budget Years 2021-2022 and 2022-2023 with the Centers for Medicare and Medicaid Services and Consumer Information & Insurance Oversight (CMS/CCIIO), NAVCA210417-01-00. In Year 2, the CBCIL Navigator Program will continue to provide Marketplace assistance in the Coastal Bend region, comprised of eleven counties of Aransas, Bee, Brooks, Duval, Jim Wells, Kenedy, Kleberg, Live Oak, Nueces, Refugio, and San Patricio. Expanded outreach activities and events will target underserved rural areas, Hispanics, individuals, and families with a disability, those with language barriers or low health literacy, lack of access to information and assistance typically due to inadequate transportation, lack of computer, telephone or internet access and lack of disposable household income. Outreach to underserved communities throughout the Coastal Bend counties will be based on strengthening community connections and building relationships within organizations providing healthcare, medical, social services, benefits counseling, and to small businesses and employers not offering insurance benefits. An increase in the underserved population is anticipated with the Medicaid and CHIP Continuous Enrollment Unwinding. Navigator staff will be increased to five (5) full-time Navigators and one part-time Navigator and may include a remote position within a rural county to the north/west of the City Corpus Christi. CBCIL has three (3) full-time certified Navigators and a .75 FTE Program Director, who will pursue Navigator certification; all Navigators will be certified by October 1, 2022. Outreach & enrollment goals, staff recruitment & retention improvements, and a robust Marketing, Outreach & Goal Attainment Plan will increase the number of Navigator enrollments in Open Enrollment and SEP in 2022-2023. The funding amount for Year 2 is $749,251.
