Cooperative Agreement to Support Navigators in Federally-facilitated Exchanges - In this Non-Competing Continuation Application (NCCA) for Budget Year 3 (Y3), Covering Wisconsin (CWI) is the lead applicant of the Covering Wisconsin Navigator Consortium (the "Consortium"). The Consortium includes eleven agencies strategically located around Wisconsin: CWI, ABC for Rural Health, Centro Hispano of Dane County, Family Health Center of Marshfield, Feeding America of Eastern Wisconsin, Findley Foundation, Gerald L. Ignace Indian Health Center, Northern Wisconsin Concentrated Economic Program, Partnership Community Health Center, Progressive Community Health Center, and Wisconsin Institute for Public Policy and Service. The total funding amount requested by the Consortium for Y3 (August 27, 2023 - August 26, 2024) is $3,130,871. The Consortium will provide education, outreach, and enrollment to any consumer seeking assistance, while targeting priority populations including: Black, Indigenous/Tribal, and other communities of color; Spanish and Hmong speakers, refugees/immigrants; LGBTQ+ persons, low-income, lower literacy, and reentry populations; farm workers and rural residents; pregnant women and women with children; young adults; persons recently unemployed; those who are Medicaid-eligible; and those approaching Medicare age eligibility. Special focus will be on consumers losing Medicaid due to Unwinding and needing to transition to Marketplace coverage. The Consortium will serve consumers in all 72 counties (statewide) in the FFE state of Wisconsin with 32.10 FTE Navigators (50 individuals).
