Cooperative Agreement to Support Navigators in Federally-facilitated Exchanges - Project Title PanWest TX Navigator Program List of Entities That Will Receive Funding South Plains Community Action Association, Inc., a 501(c)3 corporation, will serve as the lead entity for the three-entity PanWest TX Navigator Consortium project and will provide program services in 33 counties in Texas. Panhandle Community Services, Inc., a 501(c)3 corporation, will provide program services in 26 counties in Texas. Project Amistad, Inc., a 501(c)3 corporation, will provide program services in 6 counties in Texas.
