The National Association of County and City Health Officials (NACCHO) supports this five-year Assistant Secretary for Preparedness and Response (ASPR) project. The goals, objectives, outcomes, and products proposed in this plan aim to improve collaboration between ASPR and local health departments (LHDs). NACCHO's objectives support the project goals to: 1) foster community resilience with LHDs and healthcare organizations to support local and regional coalition building; 2) engage public health, healthcare, and emergency management; 3) promote lessons learned and promising practices from the COVID-19 pandemic and other public health emergencies; and 4) provide technical assistance to public health, healthcare, and emergency management communities to prepare for public health emergencies, informing healthcare system and public health planning, enhancing local level response, and enhancing regional collaboration. The expected outcomes are: 1) increased collaboration of community partners and strategy development to foster community health resiliency; 2) real-time communication between LHDs and ASPR with increased knowledge of key issues impacting local response efforts; 3) increased sharing of lessons learned and promising practices between LHDs and emergency preparedness partners; and 4) increased knowledge of tools and resources to equip local communities. The products are: 1) Summary brief from listening sessions, webinars, or other engagement opportunities between ASPR and local public health; 2) Promote ASPR and partner promising practices or resources through NACCHO's Preparedness Brief or NACCHO Toolbox; and 3) Provide technical assistance to local health departments to support ASPR priorities as requested.
