Rural Hospital Provider Assistance Program - Chambers Memorial Hospital proposes the Rural Provider Recruitment, Retention, and Support Initiative to maintain health care providers and preserve essential health care services for residents of Yell County and surrounding rural Arkansas communities. Chambers Memorial Hospital is a nonprofit rural hospital in Danville, Arkansas, providing emergency, inpatient, swing bed, behavioral health, outpatient, primary care, respiratory, diagnostic, surgical, rehabilitation, and other essential services. Persistent workforce shortages, competition from larger health systems, geographic isolation, and limited rural labor supply place these services at risk when critical clinical positions become vacant or experienced staff leave. During the September 30, 2026 through September 29, 2027 period of performance, the hospital will use HRSA funds for four coordinated activities: (1) direct clinical workforce stabilization and retention, including reasonable compensation support, retention or transition assistance, onboarding, and temporary clinical coverage when necessary to prevent service interruption; (2) continuing education, licensure, certification, and professional development for physicians, advanced practice providers, nurses, respiratory therapists, and other critical clinical staff; (3) targeted recruitment and placement support for vacancies that threaten essential services; and (4) limited project administration and fiscal oversight within the 10 percent statutory cap. The initiative will support MDs, DOs, PAs, NPs, APRNs, RNs, LPNs, respiratory therapists, and other licensed or credentialed clinical personnel. Expected results include improved workforce stability, maintained or improved retention, reduced vacancy duration, documented completion of education and certification activities, reduced risk of staffing-related service disruption, and continued operation of essential health care service lines. Chambers Memorial Hospital will monitor workforce and service-continuity measures quarterly and use project data to direct resources toward the most urgent provider-maintenance needs. The project will help ensure that rural residents continue to receive high-quality care close to home while strengthening the long-term sustainability of the local health care workforce.
