Cooperative Agreement to Support Establishment of the Affordable Care Act's Health Insurance Exchanges - GRANT APPLICATION PROJECT ABSTRACT SUMMARY On September 19, 2011, Governor Lincoln Chafee signed Executive Order 11-09, which created the structure and governance for the Rhode Island Health Benefits Exchange (Exchange). The Exchange, recently named HealthSource RI, will serve two important purposes. First, it will provide a robust marketplace for all Rhode Islanders to identify health insurance coverage options and, for those eligible, to purchase coverage. Second, HealthSource RI will negotiate for high-quality affordable insurance options on behalf of individuals and small businesses.
