Overview: The Washington Health Benefit Exchange (Exchange or WAHBE) is applying for a Level One Establishment Cooperative Agreement from CCIIO to further develop the Washington Healthplanfinder website, improve the customer experience, and add functionality to enhance the Washington Health Benefit Exchange brand and products offered. History of Organization: The Washington Health Benefit Exchange was established during the 2011 legislative session as a ???public private partnership separate and distinct from the state.??? The law established the process for naming a bipartisan, 11-member governing Board. The Exchange Board assumed its responsibilities on March 15, 2012. During the 2012 legislative session, the state legislature further defined the roles and responsibilities of the Exchange Board.
