On September 19, 2011, Governor Lincoln Chafee signed Executive Order 11-09, which created the structure
and governance for the Rhode Island Health Benefits Exchange (Exchange). The Exchange, recently named
HealthSource RI, will serve two important purposes. First, it will provide a robust marketplace for all Rhode
Islanders to identify health insurance coverage options and, for those eligible, to purchase coverage. Second,
HealthSource RI will negotiate for high-quality affordable insurance options on behalf of individuals and
small businesses. Rhode Island (RI) has made significant progress in establishing a state-based Exchange by
leveraging funds from the Exchange Planning Grant, the Establishment One Agreements, and the
Establishment Two Agreement to support the building of HealthSource RI and an interagency structure that
