Overview: The State of Connecticut is applying for a New Level One Establishment Grant from the Center for Consumer Information and Insurance Oversight (CCIIO) to further the integration and enhancement of Access Health CT???s (AHCT) marketplace web portal and the Integrated Eligibility System (IES) being jointly developed by AHCT and the Connecticut Department of Social Services (DSS). The application is part of the Patient Protection and Affordable Care Act (ACA), which will increase access to affordable health coverage and reduce the number of uninsured and underinsured residents in the State of Connecticut. This grant would build on the previously awarded Level Two Establishment Grant that allowed Connecticut to plan, develop, design, and build the technology for a Health Insurance Marketplace system, and also to staff the organization with resources capable of managing critical functions including: eligibility, enrollment, and information exchange among individual consumers, emplo
