Affordable Care Act Exchanges. Rather than start from the ground up, Guam intends to enter into an
agreement with Kansas to enable Guam to use integrated computer applications in a cloud computing
environment. This project shall enable individual applicants and small business employers to have a single
point of entry in a web portal. A resident of Guam can sign on the web portal and obtain the appropriate
healthcare coverage, whether Medical Indigent Program (MIP), Medicaid, CHIP, or other federal and state
programs, as well as subsidized or non-subsidized private coverage. A form of governance for the Guam
Exchanges can start from an Executive Order from the Governor. Thereafter, legislation is needed for the
