The Affordable Care Act (ACA) included requirements for the establishment of a Health Insurance Exchange (Exchange). The primary objective of the Exchange as established in the ACA is to extend coverage to more residents and create transparency in the health insurance marketplace to facilitate competition based on price and quality. States can opt to run their own Exchange or allow the federal government to operate the Exchange on its behalf. The decisions surrounding whether to operate an Exchange, and the structure, operation and funding of the Exchange require extensive analysis and planning. Arizona will undertake this planning process using the following guiding principles: 1.
