State Offices of Rural Health - The Iowa State Office of Rural Health (SORH), housed within the Iowa Department of Health and Human Services, works to strengthen rural health systems by serving as the statewide clearinghouse for rural health information, coordinating rural health activities, and providing technical assistance to public and nonprofit entities. Iowa’s rural communities face persistent challenges, including population decline, aging demographics, health professional shortages, limited access to obstetric and behavioral health services, transportation barriers, broadband gaps, and financial instability among rural hospitals and clinics. These issues contribute to lower health outcomes, reduced access to care, and increased strain on rural providers. The proposed project will support SORH’s mission to enhance healthcare delivery in rural Iowa through three core program objectives: collecting and disseminating rural health information; coordinating rural health activities to avoid duplication of effort; and providing technical assistance to rural providers, clinics, hospitals, and community partners. SORH will share timely updates on rural health issues, data, funding opportunities, research findings, and policy changes through newsletters, listservs, webinars, and direct communication. SORH will also respond to information requests and promote utilization of reputable rural health information platforms to strengthen awareness among stakeholders. To reduce redundancy and improve statewide coordination, SORH will participate in key state and national committees, workforce planning groups, and advisory councils. These activities support alignment with rural health priorities, improve information-sharing across systems, and help ensure efficient use of resources. SORH will work with state and national partners to support workforce recruitment and retention strategies, including engagement with 3RNet, the Primary Care Office, and programs that address provider shortages and value-based payment transitions. SORH will continue to provide technical assistance to rural entities seeking participation in federal and state programs, grants, and funding opportunities. Assistance includes one-on-one support, feedback on applications, creation of rural health resources, letters of support, grant-writing workshops, and webinars. These services help expand rural access to programs focused on improving healthcare delivery, strengthening local infrastructure, and addressing priority issues such as behavioral health, maternal health, oral health shortages, transportation, substance use disorder, EMS instability, and agricultural injury prevention. The project serves rural residents, hospitals, critical access hospitals, rural health clinics, community organizations, behavioral health providers, EMS agencies, local public health, and rural stakeholders across Iowa’s rural communities. By supporting collaboration, enhancing communication, and strengthening the capacity of rural providers, the Iowa SORH aims to help rural communities address emerging needs, improve access to quality care, and build long-term, sustainable solutions that advance the health of rural Iowans.
