Mental illnesses are among the most common health conditions faced by Californians: Nearly one in seven California adults experiences a mental illness, and 1 in 26 has a serious mental illness that makes it difficult to carry out daily activities. One in 14 children has an emotional disturbance that limits functioning in family, school, or community activities. However, close to two-thirds of adults with a mental illness and two-thirds of adolescents with major depressive episodes do not receive treatment. Through the FY 2024 Behavioral Health Service Expansion, Eisner Health intends to increase access to critical behavioral health services by expanding our existing mental health capacity and adding SUD services (including MOUD) to our service delivery model. Our proposed expansion is designed to achieve the program’s prescribed objectives: Increasing the number of patients receiving mental health services; and Increasing the number of patients receiving SUD services, including treatment with medications for opioid use disorder (MOUD). Founded over 100 years ago, Eisner Health is one of the largest providers of accessible, free, and low-cost primary, behavioral health, and oral health care throughout Los Angeles County where the demand for mental health and SUD services greatly exceeds the number of available providers. Eisner Health provided health services to 39,129 total patients across our network of care in 2023. Our patient population is highly diverse (69% identified as Hispanic/Latino, 8% of patients served identified as African American, and 1% identified as Asian) and predominantly low-income (98% of our patients live at or below 200% of the Federal Poverty Level (FPL)). Our service area encompasses a total geographic area of nearly 160 square miles. A total of 2,075,2481 residents live within this 40-zip code service area, and nearly half of the residents (48.7%) are low-income.
