Gene Schmidt, then President of Hutchinson Hospital, realized that the emergency room was filled with non-emergent patients. The hospital applied for and received a grant to create Reno County Health Center (now PrairieStar Health Center) as part of the Reno County Health Department. Application was made to become a Federally Qualified Health Center (FQHC), which was granted in 2007, creating a new organization known as PrairieStar Health Center (PSHC). PSHC’s clinic is located in Hutchinson, Kansas, serving Reno County and the surrounding counties of Kingman, McPherson, Pratt, Rice, and Stafford. Services provided by PSHC include comprehensive medical, pediatric, dental, lab, x-rays, mammograms, ultrasounds, industrial medicine, behavioral health, vision, pharmacy, and walk-in services. Overtime, PSHC has strategically expanded to meet the needs of rural Kansans in their service area, providing services that fill gaps in care for some of the state’s most vulnerable residents, including the uninsured, underinsured, low-income, disabled, and elderly populations. PSHC’s mission is to improve lives through quality care for all. The proposed Behavioral Health Service Expansion (BHSE) project will increase the number of patients accessing mental health, substance use disorder (SUD), and medication for opioid use disorder (MOUD) services. Staffing for the BHSE project includes 1.0 FTE Psychiatric Mental Health Nurse Practitioner, 2.0 FTE Behavioral Health Consultant, 1.0 FTE Case Manager, 2.0 FTE LPN/RN support staff for the new providers, 1.0 FTE receptionist, .125 Peer Support Specialist, 0.1 FTE Marketing Director, and 0.1 FTE Pharmacist (contract). PSHC will work with partner organizations that serve clients/patients who may need mental health, SUD, and MOUD services, including homeless shelters, court/law enforcement services, and other social service organizations. Funds are also requested to support continuing education expenses for providers, office supplies and computer hardware/software for the new staff, medical supplies for uninsured patients, as well as marketing expenses to inform the community of PSHC’s expanded behavioral health services.
