FY 2024 Behavioral Health Service Expansion - Terros, Inc. dba Terros Health (Terros Health) is a not for profit, tax exempt, 501(c)(3) corporation and HRSA Federally Qualified Health Center (FQHC) in Phoenix, Arizona, with eight FQHC service sites across Maricopa County. We were established in 1969 to help community members with substance use treatment, and since that time, have evolved into an integrated, whole-person health care company providing evidence-based behavioral health, crisis response services, primary medical care, care coordination, peer, and family engagement, housing and employment supports, Medication Assisted Treatment (MAT), homeless outreach, and other specialty services. Since 2011 we have provided integrated health care services for underserved community members and populations underrepresented in the primary and behavioral health care systems. We became an FQHC look-alike in 2014, and then as a full Section 330 Health Center in 2019. Terros Health provides over 40,000 individuals annually – including 22,753 patients at our FQHC locations in 2023 – with convenient access to high-quality, low, or no-cost health care and human services that might not otherwise be available to the communities we serve. Our primary population is medically vulnerable people who are experiencing homelessness or living under 200% of the Federal Poverty Level, who are either uninsured, underinsured, or have Medicaid or Medicare. Through our services, the use of telemedicine, and our partnerships, Terros Health provides a continuum of care that holistically addresses patient needs, ensuring care is delivered in the most appropriate setting. While the Robert Wood Johnson County Health Rankings ranks Maricopa County among the healthiest in Arizona, the medically vulnerable population served by Terros fares much differently. Opioid use is at epidemic levels throughout the state, particularly in our Terros Health service area. According to the Arizona Department of Health Services, in 2021, Arizona had 1,825 opioid deaths, a rate of 25.0 per 100,000. Of these, 1,154 or 63% were in Maricopa County and Maricopa County’s rate of death from opioids, 26.0 per 100,000, exceeds that of the state and the U.S. And, according to Maricopa County Department of Health’s 2023 Heat Related Deaths Report, 65% of heat related deaths involved substances and one out of two heat related deaths had a medical history of physical or mental health conditions. Terros Health has been on the front lines of SUD treatment with our existing MAT program with plans to develop a comprehensive Medications for Opioid Use Disorder (MOUD) program that is available to patients both in person and through telehealth for adolescents and adults. We will use this funding to expand access to behavioral health services (mental health, substance use, and MOUD) for all underserved, vulnerable populations in Maricopa County, including those experiencing homelessness and/or are diagnosed with a serious mental illness. Leveraging our experiences providing outreach, education, and preventive services in the community, we will provide additional care management and medical MOUD services including SUD and OUD screenings, behavioral health outreach and education, and transitioning our MAT services to a low-barrier, harm reduction MOUD model.
