The 2020 National Survey on Drug Use and Health (NSDUH) national report revealed that there were 40.3 million people aged 12 or older in the United States that had a substance use disorder (SUD). According to the Department of Health Care Services (DHCS), in 2019 approximately 58% of Medi-Cal beneficiaries that identified having Serious Mental Illness (SMI) did not receive Medi-Cal SMHS services. Hence, demonstrating the need to enhance and expand mental health services. Riverside University Health System (RUHS) is a healthcare system operated by the County of Riverside. RUHS comprises of Medical Center, Behavioral Health (BH), Public Health, and Community Health Centers (CHC) Agencies. RUHS’ 14 CHCs have been recognized for their dedication to improving access to high quality healthcare to the Medically Underserved Areas (MUA) in Riverside County. Annually, through the wellness, BH, and prevention programs, RUHS reaches approximately 50,000 individuals residing in Riverside County. RUHS is committed to serving underserved community members with a person-first, recovery-focused approach. Through collaboration efforts between RUHS-BH and RUHS-CHC, RUHS proposes to expand its BH comprehensive treatment programs to primary care settings to address the ongoing mental health and SUD crisis. If funded, RUHS-CHC will implement the “RUHS-Behavioral Health Resource Service Expansion Project,” which will ensure behavioral health services are more accessible to RUHS patients by equipping the current treatment programs with the tools and staff needed to provide the best care. The project focuses on expanding the Medications for Addiction Treatment (MAT) Program, a program currently only being offered at the Moreno Valley clinic. SBIRT (Screening, Brief Intervention, and Referral to Treatment) /CRAFT (Community Reinforcement and Family Training) /DAST (Drug Abuse Screening Test) screenings will be completed by the health care team and dedicated staff will offer full substance abuse screenings and education to patients with high scores and who are interested in further treatment options. With the implementation of this program, RUHS-CHCs expects to see an increase in patients receiving Behavioral Health and SUD services, including Medications for Opioid Use Disorder (MOUD) services. By expanding the MAT program to other clinics, starting with Palm Springs CHC, RUHS will be able to reach and serve areas that have a high prevalence of SUD population. Over the next couple of years, the initiative will allow for patients to have access to more resources and evidence-based programs to maintain whole health wellness and recovery. RUHS is passionate about the mental and physical well-being of all residents. RUHS understands that care should be easily accessible, friendly, and sensitive to the needs of a diverse population.
