PanCare Rural Panhandle MOUD Expansion Project (MAT-PDOA) - PanCare of Florida, Inc., a Federally Qualified Health Center (FQHC), will expand access to Medications for Opioid Use Disorder (MOUD) across nine rural counties in Florida's Panhandle, a region of 431,796 residents facing severe mental health provider shortages. The PanCare Rural Panhandle MOUD Expansion Project will serve 200 individuals with Opioid Use Disorder (OUD) in Year 1, rising to 600 annually by Year 5, for an estimated 1,350 unduplicated individuals over five years, drawn primarily from adults 25 to 54 at highest overdose risk. Delivered across 11 clinics, mobile units, and telehealth, treatment pairs FDA-approved medications including buprenorphine, extended-release injectables, naltrexone, and methadone with Motivational Interviewing, Cognitive Behavioral Therapy, peer recovery support, overdose prevention education, and no-cost naloxone, coordinated through eight signed community partnerships including local treatment centers and sheriff's offices. Goals include expanding MOUD access, reducing illicit and prescription opioid misuse, and integrating overdose prevention, tobacco cessation, and infectious-disease services. Objectives include growing active MOUD-prescribing practitioners from four to sixteen, retaining at least 50% of patients at six months, achieving reduced opioid misuse for at least 45% of patients by Year 5, and distributing overdose reversal medication with education to all patients who accept it.
