Summary Bi-Bett requests SAMHSA funding to expand residential substance use disorder treatment for pregnant and postpartum women and their young children at Orchid Women's Recovery Center (Oakland) and East County Women's Recovery Center/East County Wollam (Pittsburg). Grant funds will support a Community Outreach Coordinator, a Women and Children's Coordinator, a program vehicle, and staff training to connect eligible women in Alameda and Contra Costa Counties to existing, underused family-centered treatment beds — addressing the stigma, fear of child welfare involvement, and transportation barriers that keep women from entering care. Population Size and Number Served: 160 unduplicated women in Year 1 (Orchid: 60; Wollam: 100), rising to 176 annually in Years 2–5 (Orchid: 66; Wollam: 110) as outreach expands enrollment. Over five years, the project will serve 864 unduplicated pregnant and postpartum women, strengthening recovery and family stability across the region. Age Range and Distribution: Adult women 18 and older, predominantly 18–40, who may reside in treatment with dependent children ages 0–5 (up to 4 at Orchid; up to 6 at Wollam). Clinical Characteristics: Opioid, stimulant, and polysubstance use disorders, frequently with co-occurring mental health conditions; NAS risk is a primary concern for pregnant clients. Project Goals: Increase the number of pregnant and postpartum women with SUD identified, enrolled, and retained in treatment. Reduce the barriers — fear of child welfare involvement, stigma, transportation, and lack of awareness — that prevent entry and retention. Improve treatment and family outcomes for mothers and children. Measurable Objectives (aligned with SAMHSA's priorities of expanding treatment access and recovery support): Reach 3,000+ individuals annually through outreach and build referral relationships with at least 20 hospitals, clinics, and courts by end of Year 1. Increase women served from 160 in Year 1 to 176 by Year 2, sustained through Year 5. Connect at least 80% of enrolled women to benefits, housing, and family reunification support. Achieve abstinence from illicit substance use among at least 70% of clients who complete treatment.
