Sacramento County Family Treatment Court - Project Abstract-Sacramento County Family Treatment Court- NOFO TI-26-015 Sacramento County Family Treatment Court Expansion will deliver coordinated, trauma-informed substance use disorder treatment and recovery supports to parents and caregivers involved with Sacramento County Child Protective Services (CPS), addressing child safety concerns and promoting family reunification. The project serves Sacramento County, California, covering 994 square miles and a population of approximately 1.61 million. Annually, at least 40 unduplicated parents will be enrolled, with a minimum of 200 served over the five-year grant period. The initiative targets adults aged 18 and older, including mothers, fathers, non-birthing parents, kinship caregivers, and legal guardians, without preference or exclusion. Geographic Area and Population- Service Area: Sacramento County, California (994 sq. miles; ~1.61 million residents). Annual Reach: At least 40 unduplicated parents/caregivers per year; minimum 200 over five years. Age Range: Adults 18+; children ages 0-17 years. Distribution: Parents and caregivers involved with CPS due to substance use-related child safety concerns Clinical Characteristics-Diagnoses: Moderate to severe substance use disorders (methamphetamine, opioids, including fentanyl, alcohol, cannabis, polysubstance use). Service Needs: Co-occurring behavioral health conditions (depression, anxiety, PTSD, trauma-related disorders, domestic violence histories), housing instability, poverty, unemployment, limited transportation, inadequate childcare, and public assistance reliance. Eligibility: Based on child welfare involvement, Family Treatment Court participation, and clinical need; race/ethnicity not used as a criterion. Strategies and Interventions: Comprehensive screening and assessment, Overdose prevention education and naloxone distribution, Evidence-based SUD treatment (outpatient, intensive outpatient, residential referrals, MOUD/MAUD, counseling, relapse prevention), Trauma-informed services and recovery supports (housing, peer support, transportation, childcare, employment/education referrals), Family engagement (therapy, parenting classes, fatherhood programming), Infectious disease screening and linkage to care, Evidence-based drug testing protocols, Ongoing training for staff and judicial officers. Project Goals: Expand access to coordinated, evidence-based, trauma-informed SUD treatment and recovery supports for families in Family Treatment Court. Strengthen family preservation and support timely, safe reunification for families affected by substance use. Reduce relapse risk and promote long-term recovery stability through expanded family-centered recovery housing and support. Measurable Objectives: Enroll at least 40 parents annually; serve 200 over five years, Ensure 75% of enrolled parents remain engaged in treatment/recovery for 90+ days each year, Achieve 75% reunification or progress for eligible children annually, Maintain at-home placement for 90% of children residing with enrolled parents, Link 85% of children needing services to appropriate care, Provide recovery housing/supports to 75% of homeless/housing-unstable parents, Demonstrate reduced substance use or maintained abstinence for 60% of parents receiving recovery housing, Achieve permanent housing, employment, education, or self-sufficiency for 50% of parents at discharge.
