Treatment and Recovery Services for Youth, Young Adults, and Families (Youth and Family TREE) - The North Mississippi Commission on Mental Illness/Mental Retardation (d.b.a. Communicare), a CARF-accredited, SAMHSA-experienced behavioral health authority, proposes to implement the Youth and Family TREE Program across six medically underserved counties in Region 2 Mental Health: Calhoun, Lafayette, Marshall, Panola, Tate, and Yalobusha. The program targets 450 unduplicated youth (ages 12-17), young adults (ages 18–25), and their families/caregivers affected by substance use disorders (SUD) and/or co-occurring mental health disorders (COD). Region 2 faces significant service gaps due to high poverty, limited access to care, and disproportionately high rates of overdose, suicide risk, and behavioral health disparities. The project will expand trauma-informed, culturally responsive outpatient, intensive outpatient, and day treatment services using evidence-based practices such as Motivational Interviewing, CBT, the Matrix Model, and SMART Recovery. Screening and early intervention will be enhanced through standardized tools, wraparound care coordination, and peer-led recovery supports. The program will also include access to FDA-approved medications for SUD, overdose education, naloxone distribution, tobacco cessation, parenting programs, and targeted public messaging. By aligning closely with SAMHSA's NOFO requirements, the project aims to increase engagement, improve behavioral health outcomes, and reduce criminal justice involvement. Data collection using GPRA/NOMS will ensure continuous quality improvement and accountability throughout the five-year grant period.
