Tribal Opioid Response: Residential Expansion and Enhancement
Target Population and Catchment Area
The project’s target population will be adult residents who have substance use disorders (SUDs), especially opioid use disorder (OUDs) or co-occurring disorders (CODs) or are at risk of developing those disorders.
The project’s catchment area will be the Anchorage Metropolitan Statistical Area (MSA). The Anchorage MSA’s estimated population is 399,335 residents. Of those residents, 75% are White, 13% are Alaska Native and/or American Indian (AN/AI), 11% are Asian, 7% are Black, and 3% are Native Hawaiian or Pacific Islander (all race alone or in combination).
Main Activities
Via the project, CITC will complete 11 main activities, which are aligned with the Anchorage MSA’s relevant behavioral healthcare needs and are linked to the project’s goals and objectives. Firstly, CITC will fund existing and new staff members for its residential SUD and COD treatment and recovery services (Activity 1) at its 14-bed Ernie Turner Center (ASAM Criteria level 3.5) and its 14-bed Chanlyut Center (ASAM Criteria level 3.1). Secondly, CITC will facilitate evidence-based practices (e.g., ASAM Criteria 4th Edition, Feedback-Informed Treatment, and Dialectical Behavior Therapy) trainings for all of its residential-focused behavioral healthcare staff members (Activities 2 through 7). Thirdly, CITC will leverage some of its existing behavioral healthcare staff members to provide individualized and wrap-around care to all participants (Activities 8 through 11).
Goals and Objectives
Via the project, CITC will achieve 2 goals and will complete 10 objectives. Those goals and objectives are aligned with the Anchorage MSA’s relevant behavioral healthcare needs and are linked to the project’s main activities.
Goal 1. Expand CITC’s existing residential SUD and COD treatment and recovery services in the Anchorage MSA.
Objectives 1.1 through 1.5. By the end of each project year, provide residential SUD and COD treatment and recovery services to 40 participants at CITC’s Ernie Turner Center and CITC’s Chanlyut Center.
Outcome 1. Each year, 40 unduplicated individuals will receive residential SUD and COD treatment and recovery services. After 5 years, 200 unduplicated individuals will receive the same services.
Goal 2. Enhance CITC’s existing residential SUD and COD treatment and recovery services capacity with evidence-based practices trainings in the Anchorage MSA.
Objective 2.1. By the end of the 1st project year, create evidence-based practices training plans for CITC’s existing and new residential-focused behavioral healthcare staff members.
Objectives 2.2 through 2.5. By the end of each project year from the 2nd project year, facilitate various evidence-based practices trainings for 100% of CITC’s existing and new residential-focused behavioral healthcare staff members.
